Quarantine and Issues Related to COVID-19
Attached is a Legal Update from the School & College Legal Services of California - Quarantine and Issues Related to COVID-19. The Center for Disease Control along with the California Department of Public Health are working with local County Departments of Health Services to provide guidance regarding responding to COVID-19. The purpose of this Legal Update is to provide guidance on the statutes and regulations governing this matter.
Changes for FLSA Minimum Salary for Exempt Employees
Effective January 1, 2020, the U.S. Department of Labor began enforcing an increase to the total annual compensation necessary for an employee to be an exempt employee under the Fair Labor Standards Act (FLSA). The School & College Legal Services of California has issued the attached guidance to address concerns raised regarding the application of this change to school districts.
Serving Students with Disabilities During the COVID-19 Outbreak
Numerous questions have arisen regarding serving students with disabilities if a school has to close for an extended period of time in order to stop or slow the spread of COVID-19. On March 12, 2020, the U.S. Department of Education issued a document titled Questions and Answers on Providing Services to Children with Disabilities During the Coronavirus Disease 2019 Outbreak. The document is attached to this Legal Update.

Governor's Executive Order N-26-20 and Related Issues
On March 12, 2020, the Governor issued Executive Order N-26-20, which addresses Local Educational Agencies (LEAs) and responses to COVID-19 issues. The attached Legal Update has added information related to Senate Bills 117 and 89. The purpose of the attached Legal Update is to summarize the Governor's Executive Order and to address various other COVID-19 issues in a Frequently Asked Question format. Also attached is a Resolution of School District Governing Board template to use with regard to Emergency Actions by the Superintendent of Schools.
